In managing the movement of incarcerated individuals for security, health and programmatic reasons, the Department transfers more than 180,000 inmates per year between the various facilities. The Department has evaluated the merits of owning and operating its own fleet versus leasing for fleet services and determined that there are cost savings benefits from leasing. The First Transit Contract provides a 35 coach fleet (17 40- man coaches, 18 20-man mini coaches), drivers for the 40-man coaches, and maintenance of that fleet. First Transit coordinates all routes with the Office of Classification and Movement. Our Classification and Movement office also monitors activity to insure the contractor follows all procedures when transferring incarcerated individuals between facilities, in accordance with Directive # 4017, “Inmate Transfer Procedure.”
